The most widely used programs for t-shirt design are Adobe Illustrator, Adobe Photoshop and CorelDraw.

Of the three choices, I'd pick Paint Shop Pro because it also has vector graphic tools, guidelines, CMYK print separation, etc. that would be useful for designs. I know people make designs with Elements, too, but since I use both programs I think the additional tools in PSP makes it a better program for design.
