Besides these three, are there others out there that would do what I want it to do? I have also heard of Paint.net & Gimp. And have heard alot of good about Gimp. I am looking for something to download for free. Money is tight at my house.
I suggest Adobe Illustrator

Of the three choices, I’d pick Paint Shop Pro because it also has vector graphic tools, guidelines, CMYK print separation, etc. that would be useful for designs. I know people make designs with Elements, too, but since I use both programs I think the additional tools in PSP makes it a better program for design.

The most widely used programs for t-shirt design are Adobe Illustrator, Adobe Photoshop and CorelDraw.
