What is a good program for graphic shirt designs?

My boyfriend mentioned a few that he really likes to use but I can’t remember what they were. (Wasn’t Photoshop) But I wanted to get him a new program he can use for his shirt designs. Does anyone know of anything that doesn’t cost a million dollars?
