Download Adobe Photoshop, play around with it, get used to all the features and drawing etc. Threadless.com is a good t-shirt site where you can submit designs and get them rated, get constructive criticism etc.. maybe even get one printed! References :

Practicing is the key. go the websites that have designing t-shirts for you to make and there are tons of things to do on one t-shirt.
