Shirt Designs

My design is sorta complicated and no one exactly has been able to give me any good advice…My shirt consist of a pouch thats made of vinyl or some other material that will keep the contents from getting wet(example…I would like to put a dollar bill inside of clear see through pouch, something like "In case of a fire break glass" type of idea). ANY HELP OR IDEAS WOULD BE GREAT

Easy…use a clear envelope/folder from Staples. Sew it on to t-shirt.
