Shirt Designs

I have a design for a t-shirt with a slogan. How do I assure that my design and slogan is protected (from t-shirt design and logo steeling thieves) before I start to market it?

The slogan has to be trademarked
The design has to be copywriten.

It can take years for this to be finalized.
How would you enforce it?
